The electrons in the outermost shell of an atom are called valence electrons. The energy levels of the valence electrons and the energy at which the electrons can move freely through the material (conduction band) determines the nature of the substance (conductor, semiconductor or insulator). The position of the Fermi level with respect to the conduction band determines the electrical properties of a material.
